The firing system for a duel between two ships is flawed.  I have had
instances
in a fleet sized game with two ships at point blank range from each
other.
Whoever got to fire first would be unscathed, while the other would be
completely
eliminated.  

An alternative for a duel between two ships would be to alternate firing
of
individual weapons on each ship.  Thus, the NAC Heavy cruiser could fire

his A battery and assess damage to the Kra'Vak Light cruiser.  The
Class-2
railgun could fire against the heavy cruiser.  NAC's B-Battery, Class-1
railgun, and so on until all weapons have fired, assessing damage after
each weapon and taking threshold checks as required.

For small engagements, this could be a workable alternative.
