The base cost of the ships should probably be 10 times the hull size, so
your size 100 superships START OUT at 1000 pts. a mass 15 escort would
start at 150 pts.

if it is a straight percentage, then the flat tax principle comes into
play. a 100 mass supership can more easily afford 40% of mass for drives
than a mass 20 ship. This might be taken care of by increaseing the cost
of
the drives. cost=mass*speed*2. The 100 mass supership above with drives
of
4 would be 100*4*2 = 800 points. the mass 15 escort with a speed of 4
would
be 15*4*2 = 120 points. Mass might be adjusted by size	
ex: drive mass = (mass/10)*speed. the 100 mass supership 4 speed drives
would cost them 40 mass. the mass 15 escort with 4 speed drives would
cost
them 6 mass

the total start cost for a 100 mass, speed 4 supership is 1800 points.
you could buy 6 of the smaller ships for the cost of 1 supership

>  4)  Rear-Arcs.  
we have a house rule for rear arcs, they don't cost any more than adding
another arc. It seems to work fairly well.

>  5)  Fighter improvements:
The house rule we have for fighters is that they have free movement,
move
after the ships and can react as the owner sees fit. the makes them very
dangerous and makes it much more likely that fighters will take them on,
instead of ignoring them.  

>  6)Changing firing arcs:  DON'T.  Your game is nice and simple as it
is 

The firing arcs are just fine the way they are.
