My response to behavior like this is to do what the book says about
players
who ram too much!  Don't play with them!  A game is a social contract, 
by
not stating the changes in the beginning the referee is in effect saying
that
the published rules stand.  If they can't fulfill a basic social
contract,
why bother playing with them?
