But in the B5 case, the designs and the weapon layouts are pretty much
dictated by what shows up on the series as the episodes progress.  The
big
question is:  where the designs aren't influenced by an outside source,
what sort of limitations have people used to encourage more balanced
ship
designs? 
 
Restricting battery arcs sounds like a pretty sensible idea.
