I can't speak for Sudan, but in a lot of countries in that region you
will have
army guards providing security for high value civilian palces like banks
and
post offices. I don't know about  aspirin factories but it is not out of
reason.
I didn't see the footage. Did it show the guards before or after the
bombing>
