It's also an issue of team communication, which should be a focus of  
this particular scenario.

Possibly one flaw in the scenario setup is that the Haig faction all  
had a flag to rally round - and thus a center for communication  
within the newly formed "Team". The Clark faction was every man for  
himself. Perhaps the Clark faction needed a flag also (randomly  
selected?) The scenario setup should also include rules for whether  
or not deception is allowed (e.g. a Haig or Clark loyalist pretending  
to be on one side while feeding his own side intelligence).

Also global or targeted messages in the game "So and so fired on me!  
Stop we're on the same team!" or "Ship X got a threshold. Who's  
shooting at you?" are certainly permissible.
