Movement Fighter Bug?

In game 1331, all my ships are destroyed.  But, I still have two
fighter groups out there that I am harassing the others with.  I got
an email for doing my movement.  And then before I got my movement
turn in, another email came in for combat.  So, I wasn't able to move
my fighters to attack.

Did the server not think that I had any movement because my ships are
destroyed and go ahead on process the movements?
