Game 1325 - fighter oddity

Playing around with the scenario and noticed this:

        <FighterGroup id="2104">
            <Position x="17.0" y="6.0" />
            <Heading heading="2" />
            <Race>EarthAlliance</Race>
            <Type>Standard</Type>
            <Count>2</Count>
            <Endurance>6</Endurance>
            <PilotQuality>Normal</PilotQuality>
            <DogFighting value="true"/>
            <Carrier id="7"/>
            <OnBoard value="true"/>
            <FighterBay id="29"/>
            <Target id="0"/>
            <FighterOrders id="2104">
                <Orders>Move</Orders>
                <MoveTo x="17.0" y="6.0" heading="2"/>
                <SecondaryMovement value="false"/>
                <OnBoard value="true"/>
                <Target id="0"/>
            </FighterOrders>
            <Log>
                <Record turn="2" event="Attack" priority="High">
                    FG 1302: Hit for four kills from six fighters in FG
1302.
                </Record>
            </Log>
        </FighterGroup>

The fighters are still onboard (have not been launched), yet were
targettable by fighters outside the carrier.
I have checked the previous turn's logs and they were engaged as the nearest
enemy fighter group by FG1302.

I was hoping to save them until B5's fighters were killed off and then swamp
whichever enemy SDN was still around. :-/
