ADFC vs Fighter

Question that a few of people have about PDS engaging fighters with ADFC,  
perhaps someone can help me out here.
 
1.    With ships equipped with ADFC, such as NSL Light  Cruisers, and they 
are within range of eemy fighters, but fighters are not  engaging ay target, can 
the ADFC reach out attack the fighters? Or do the  fighters have to engage a 
target before ADFC can be used?
 
2.    When using ADFC, and the target such as fighter  vs fighter dogfights, 
can the ADFC be used to eegage enemy fighters before the  dog fight phase 
begins?
