ANother thing we could do, though it breaks the emulation of FTFFT
somewhat (though it can be argued that we _must_ do that in some way
for any tractable FTJ implementation of fighters) is to allow all
ships' PDS to attack fighter any groups within 6 mu (whether or not
the FG is attacking that ship), and allow all ADFC-supported PDS to
engage fighter groups up to 12 mu away, but reduce PDS dice to
000111* (*=reroll on 6) or 000112.
