I like this and makes sense.

2) Aft arc fire never allowed (except for no-thrust bases); 

I like this.

Pesonally I like the drive thrust plume fluff logic on why we don't
have fire in the aft area.  While logically you are right it would make
sense to allow this if engine damaged or turned off, I personally would
shoot my ship designer or engineer who wasted valuable tonnage sticking
weapons in a quarter I could only use while damaged or engine off ...
you don't built a ship with the plan to get gutted or caught with your
pants down.
