That's a house rule. Official rules, as I recall them are aft fire is always out. (It would be logical that it can be allowed even so  if the engines are down/off/damaged, but it's not that way on paper anywhere).

Unfortunately it doesn't look like the code takes this into
account. Shouldn't it also take into account whether or not
the drives have been used that turn? I thought that drifting
ships can fire to the aft arc.
