Thorian Incident scenario question

In the Thorian Incident, the NAC is protecting a starliner from an  
ESU raiding party. I see nothing in the scenario or objectives  
preventing the liner from jumping outsystem immediately. Should I  
play it as if the FTL drive has been put out of comission? Perhaps it  
should start with engine _and_ FTL damage on the liner?
