Seemed to be is the case. The minimum range was 17. Stealth level 2  
makes effective range bands 8 MU, so B2's can reach 16. FTJava  
doesn't show the ranges modified by stealth (I think since fighting a  
mix of stealth and non-stealth ships would result in multiple range  
bands from a single ship).
