Icon problems HELP!!!

textfilter: chose text/plain from a multipart/alternative

I am tryig to make Icons for Java, I am using PAINT, ICON MAKER, and  
PAINTSHOP PRO ad having issues, it wont save with transparent background. Anyone  
have any ideas what I am doing wrong please?
