V0.18 bug or feature?

I finally got around to loading V0.18.  I seem to be having a problem with 
the shortcut keys.  I use them to turn on and off the plot envelopes and 
weapon arcs of individual ships.  When I use the shortcut keys now the 
highlighting to indicate the active ship drops down the list or jumps at 
random and I start entering orders for the wrong ship.  Sometimes it even 
drops down to highlight an enemy ship or up to highlight an entire 
squadron.  Very confusing.  Is there any way to have the highlight stay put 
until I decide to highlight another ship?
