I looked at Game717 where this occurred.

On turn 4, FG 1102 attempted to engage FG 2108 with combat endurance,
but was aborted due to the range. So it did not use an endurance
point on turn 4.  A status message will be provided in this case.

Turn 4: Status: FG 1102 is unable to close to engage FG 2108.
