That is quite a weakness in the design. It makes the ship extremely
vulnerable to anything more maneuverable than the BDN (which is almost
anything, since the ship has a thrust of 2).
Still it does kinda give it some flavor. Head on charge only, like the
Samurai of old! :)

When I designed the IJN ships, I did the arc restrictions on purpose. Head
to head the IJN captials would enarly eat anythign else alive. I playtested
ship to ship BBs BDN ad even fleets upto 2000 points. In head on conflicts, the
IJN battleship ate alive the NSL battleship. but their weakness being their
lack of mobility is a quick area any enemy can exploit.
Another catch is the weakness of cruisers and escorts compared to many other
nations, but if you look at the carriers of the IJN. 10 squads ona CVA? all
I ca say is "DAMN" So the cost to maintane a carrier that big has to be at
the cost of weak escort ships in the fleet.
Also, another thing that makes the IJN deadly and perhaps the leadig reason,
is strategy. good strategic players can keep the weakness of mobility at a
low risk by wisely usig their escorts. Exmple being in the tournment at
ECCVII. Jon ran a tournement with 2000 size fleets. I that session of games for the
tournement, I did not lose a single game. No more then 2 ships lost in any
one game. In fact, I never lsot the BD in that tourement. I managed to use good
enough strategy to keep the low mobility factor a low risk to my ships. I
think Dean would agree with that. LOL He was so determined to kill atleast 1
of my BCs.
I love good players, ones who know how to laugh even when losing a game.
persoanlly, I love to lose games. I liek losing more the I winning a game.
Losing a game means I have somethign to over come. Someone to put my mind agaist
in strategy...
