Compared to the official Plasma Bolt rule, your house rule would make the
bolts MORE deadly
The FB2 rules for Plasma Bolts are:
* PBs don't lock on to any ship (allowing them to lock on would make them
more likely to hit things, and thus more deadly)
* ALL ships within the bolt's detonation range can fire PDS at it
* All ADFC ships within 6mu of ANY ship within the bolt's detonation range
can fire PDS at it
* Each hit on a plasma bolt reduces its strength - ie., the number of D6s
it rolls for damage - against EVERY target within range. (If you make a
single hit destroy the bolt completely, all that happens is that all Phalon
ships replace their big PBLs with multiple Size/1 ones - that gives them
exactly the same number of plasma dice, but makes their bolts much harder
to shoot down.)
If it works like this in FTJava I don't know, though.

ADFCs allow you to shoot at PBs without being within their danger zone, so
I'd say that they're most definitely worthwhile when facing Phalons :-/
