You are correct. An extra CEF gets expended, but it shouldn't.
I found the error and have corrected it.

Aggressive attack automatically sets the secondary movement flag to true.
Conservative attack automatically sets the secondary movement flag to false.
Otherwise, they behave the same as the "Attack Target" command.
